Use a gameshark or a action replay.

Timer ball is available in rustborough city.
You need to cheat to get more masterballs.

Master,ultra, great, poke, safari, net, dive, nest, repeat, timer
, luxery, and premier balls

You don't need to have an Pro Action Replay/GameShawk to get more Master Balls all you need to do is get all the numbers match at the Lilycove Mall Lottery (Trust me, it's hard to get all numbers making it possible to get 99 Master Balls.)
