You have to get snorut(first form, looks like a triangle looking guy) you get him by going into the cave above mossdeep when the current is low in there(no water) you look around and you should find a room full of ice and theres that Pokemon in there, a few others too, might take a while to find it in there, but then at level 42 it evolves into galie.

You have to evolve it from Snorunt.
