Once you've defeated Wattson in Mauville City, go to Rusturf Tunnel and use Rock Smash on either of the rocks separating Wanda and her boyfriend.

You get it when you break the rock using the HM rock smash and the will say something like wow you broke that huge rock he take this hm and it will be strength

In Mauville you go to a house with a scientist that gives you rock smash. Go to Verdanturf city and go into rusturf tunnel. Break the rocks and the guy will give you HM04.
