Question for Pokemon Sapphire

In Pokemon Sapphire, where do I find Relicanth?? I've looked everywhere, even around Sootopolis City, and underwater. Can someone please tell me why I havent found a Relicanth yet!!!??

Underwater by um...like around mossdeep.So try looking there.

Dive under water near Sootopolis City,and look in the seaweed.
