The Sun Stone comes from the Sailor in the Mossdeep Space Centre. The Dragon Scale is attached to some wild Horsea or Bagon.

You can get a dragon scale from a wild Bagon, use theif or covet on it, although the chances are low.

I'm afraid i've forgot about the sunstone... Sorry.
