Is there a faster way to get reilcanth then underwater because I have been trying for months.

You'll need to use a cheat device to catch him faster or by trading with a friend.

You can only catch a Relicanth around there unless you cheat or trade.
You can increase your chances of finding him though, by using the move 'Sweet Scent' or by using 'White Flute' which you get from the guy that makes stuff from ashes just to the right of Fallarbor town...
