They appear on the route where the weather institue is or you can trade one from ruby

You can catch tropius on routes 118-121.

Just look it up on your poke dex and go to where it's located.

You can find Tropius in the extra long grass just before Fortree City, the small patch of grass before Fortree has the highest concentration, though it is still very rare. Trust me on this, I have about five or six of them, so trust me on this.
