Question for Pokemon Sapphire

How do you teach Latias/Latios ice beam? My friend told me you have to go to the move tutor in Fallabor Town.

Just try what your friend told you and if it didn't work try training them up to at least lv. 65. (my latios is at lv. 60 and never once tried to learn ice beam)

You have to use the tm 13.

I don't think they have Ice Beam in Fallabor Town, and the only place I know Ice Beam (TM13) is at the Mauville Game Corner for $4000. I'm 99% sure Latias/Latios can learn it.

Go to the Shipwreck, a ship found somewhere out in the ocean in the game. When you enter, you'll have to go hunting for TM13. I don't think special keys are required, although I think you have to use Dive to get to the sector where the TM is found. I know that you come through a set of stairs and below you is a rectangular bulge in the wall. Look in that room.
