I can answer number 2 you go back to Rustburo and go where you got the poke mon nav'.

Go to the 2nd floor and near the bottom theres a person yalk to him and he will do it.

1. You need to get a relicath a wailord and a pokemon that knows dig after youget them go to pacifilog surf left on the rapids untill you reach a dive area dive then go to the sqare were the dots on the wall are dive up go up and use dig then put wailord first and relicath last (or vice versa) then look for the caves.

2. Rustburo big building (not shop) go to the floor with the scientists - talk to all of them

for number two give the fossil to one of the scientists in devon corperation in rustboro city the one at the end in the right hand corner
