Where can I find latios and latias in Pokemon sapphire.

They can me found in the tall grass or on the water they show up randomly.

Latios isn't avaliable in Sapphire .you have to trade.
You can only find Latias after you've beaten the game at least once.
Latias is always moving, it isn't in one area. Don't worry you'll run into Latias evetually!
I found her at sea! ^_^

After you beat the Elite 4, you'll find Latias anywhere. It's totally random. Latios is only in Ruby.

You can find both of them in Sapphire/Ruby.
You just need a e-reader/e-card or a cheating device, to enable the Southern island event, where you can battle latios in Sapphire or latias in ruby in southern island...
Without the two devices if you want to find them in the natural way, after you defeat the elite 4 Latias would be anywhere except caves....
