Ditto isn't in this game.
You can only get him through a trade or cheat device.

Not on Sapphire.

You have to trade a Ditto from Pokemon Fire red or Leaf green.

Ditto cannot be obtained in Sapphire Version and must either be traded from FireRed or LeafGreen Version, or use a Gameshark or Action Replay.

after you beat the elite 4 go to the fossil maniacs house and there are a lot of dittos there but ONLY after you beat elite 4

the tunnel in that house only exist in pokemon emerald

The tunnel in the back of the house exists, but there is no doorway at the end and thus no dittos.

The fossil maniacs house is on a route next to fallabour town, there's only a tunnel in emerald, you'll have to get any game in Pokemon chronologically under sapphire/ruby and trade it to ur self (or fire red leaf green)
