You can only get to Southern Island with an Action Replay code for the ticket and access to talk to the captain. You talk to the captain of the fairy to take you to Southern Island.

It's an island where you can catch Latios/Latias.
It's located under Pacifidlog.
You can get there through a cheat device and/or Nintendo event.
