Uh... some people are saying that if you get all the Pokemon and then go talk to the game designer guy, you will get Jirachi off him. But I have all the Pokemon (except Jirachi and Deoxys) and he won't give it to me?

Actually you get 200 pokemon you own on your pokedex (#1-#200) and you get a certificate. Show every trainer in town your complete pokedex and you get a masterball off him.
PS: I think there are 70 trainers in all. I only have 68 on my trainers eyes.
You cannot get Jirachi from that guy! All he does when he finds out your Pokédex is completed is present you with an on-screen congratulatory certificate.
