Does anyone know how to get a wish tag?

I'm not certain there is a way to recieve wish tags, but that white rock next to the Space Station in Mossdeep city is related, because that is Jirachi in it's stone form and wish tags are stuck to it's head so that they come true when Jirachi wakes up.
I am pretty sure I got mine at mt pyre on the 4th floor. I think it is there I don't know because I forgot to save my game.
