Alrighty, you asked for as many answers as possible, so you got it...

Let's start with some proof here guys. Lots of people say that launching yourself into space is a total bogus commitment, but I have some astounding news that changed my mind really quickly about the illugidimency of such a code. To begin with, I will bring up some info I recieved myself about the Pokemon Jirachi and Deoxys and how they are related to outer space.

Deoxys
DNA Pokemon
The DNA of a space virus was exposed to a laser beam and underwent a sudden mutation, resulting in Deoxys. (This came purely out of memory)

Jirachi
Wish Pokemon

(The PokeDex entry for Jirachi said something about how If you sing to it in a voice of purity, it will awaken.)
Now, It's time for the proof. Jirachi is related to space by the matter that it is related to a star, hence the star-shaped head. Also note haw some people talk about wishing upon a star, you might notice. Go to Mossdeep city and talk to the girl next to the rock... she will say something about wishing upon a star. But she will also mention about using wish tags to fulfill her wishes. You probably don't know this yet, but I am the first person on this site to conclude by myself that the white rock that the girl is standing next to is actually Jirachi, believe it or not. It's just that Jirachi is in it's protective stone form, awaiting the millenium barrier so it can wake up. Also, I have heard that by legend if Jirachi wakes up with tags stuck to it's head, then it will fulfill the wishes written on the tags. You now see that Jirachi is very closely related to the Moosdeep Space Center, and with some good reasons at that. What about Deoxys? Yes, that sci-fi enigma is along the lines of proof here. Deoxys is half human and half Pokemon, with the DNA of every Pokemon, not to mention human DNA (it has it's own human DNA.) Now, note how the PokeDex entry said something about being a SPACE VIRUS. Yes, that means that it is related to space somehow, along the lines that it is a virus from a different dimension. Who knows, it could just as well be a game virus, like Missingno. On top of that, though, if you ever could ride the rocket, then depending on the version of game will depend on the Pokemon you find.

I think the way you launch rockets is to beat the Elite Four, really. Don't worry, my Sapphire Version says 9999 rockets too, so I guess it goes that way until you beat the Elites.
