Frustration is a TM. It inflicts higher damage if your Pok�mon likes it's trainer less.
You can get Frustration at Pacifidlog Town. A man gives it to you if one of your Pok�mon doesn't like you.

Skitty is in Route 116, but there are few, so search a lot.

Vileplume learns Petal Dance at level 44.

It is a tm. The charmans brother. Paciflidog town. You can get it when you are hated by your pokemon. Route 116

Frustration is the opposite of return. It is more powerful if your Pok�mon hates you.
A guy in Pacifidlog town will give you the TM once a week if your 1st Pok�mon hates you

Not sure about the frustration thing, but Skitty is quite rare and found on route 116. For Vileplume, petaldance and solarbeam.

*Frustration is a TM, a man in Pacifidlof Town gives it to you when you have a Pokemon that doesn't like you first in the party.
*Skitty is in route 116, near Rustboro City, adn it is the rarest Pokemon in those parts, search a lot if you really want it.
*Vileplume learns Petal Dance at level 44 or 45. It doen't learn any other one.
