Hi, this is my first question, so here it goes.
Ok I'm training for the Elite 4 and I need help to see if I need to level up my team or teach them new moves.

I'd suggest getting your Shiftrty & Registeel at a higher level, and possibly try to get them all about level 55. My party included (I'm guesing levels cause I restarted both Ruby & Sapphire) (I'll tell you the moves I know) a Kyogre level 55-waterfall, icebeam, hydro pump and something else, Groundon (traded between both games) level 50- FireBlast, Earthquake, Slash and I forget the last, Swampert level 52 or so- Muddy Water, Surf, Dive, and Waterfall(I think), Sceptile level 53 or so- Razor Leaf, Absorb, I forget the other two, a Blaziken level 54 or so (my fav of all MY pokemon)- Blaze Kick, DoubleKick, Mirror Move, and Peck, then I had about a level 50 Exploud (just so I'd have 6 pokemon in hall of fame instead of 5-didn't use him much)- Stomp, some move to confuse pokemon (I think Sonic something), and I forget the other two. That team seemed to work best for me, sued it twice in my Ruby & twice in Sapphire, never failed me.

I would first suggest you go to the move deleter in lilycove and delete every HM you've taught those pokemon your going to challenge the elite four with becausev they may be inportant moves during your journey but there not the stongest in thwe game. Oh yeah leave fly on swellow only swellow. Then while your in lilycove co into the pokeMART on floor 4 and go to the lady on the far left of the counter if you have plenty of money buy the last TM which is hyper beam teach it to all of your pokemon except alakazam leave all of his moves alone.
Ok in one of the two slots of flygon that you deleted put a hyper beam.Replace Swellow quick attack whith hyper beam. Replace Registeel's curse whith a hyper beam. And replace Shifty's Flash with a hyper beam. may sound stupid but it'll be worth it later on because hyper beam is one of the most powerful moves in the game.
Oh yeah when your all done flygon will have an empty move slot left one of the TMs above hyper beam is fire blast buy it and teach it to him.This may not be the best way because its about 43,000 dallors worth of spending. But it's the quickest!!!

Lose the shiftry. Get your starting pokemon. Train them all to level 64 or higher. No need to go higher than lv. 70. Teacxh your flygon these moves.
Fire blast instead of rock smash. ( or I prefer flame thrower. No need to teach swellow moves. None for kyogre. Teach these to alakazam. Strength for focus punch. Teach these to Registeel. Thunder punch or any thunder move for curse. Teach these to your starters. For blaziken teach it blaze kick flamethrower sky uppercut and slash. For swampert teach it surf earthquake waterfall and hydro pump. For sceptile teach it leaf blade solar beam dig and slash.
Not quite an answer, but if you haven't beat the league then how do you have a Registeel?
Your levels are fine if you trained them good. I beat the elite four with 39, a couple that wer between 40-49 and like one higher than fifty. On Swellow though and Kyogre you might want to consider maker a bigger variety in move types. ON Swellow I am not sure but you can add a thunder to Kyogre. Either get rid of surf or waterfall. Also to check save before you go in and see how well you do.
Ok, ACMoore93 or whatever the last part is. I got Registeel by defeating to 7th gym. Then capturing a Relicanth and a Wailord(Route129,very rare).
Then going to Pacifildog Town then going to left and going through the currents used dive then used dive again then dig at area needed then put Relicanth in 1st of party then Wailord in last and hitting the a button so inscriptions come up then I hit a again to make them go down. Then game starts shaking.3 doors open. I go to Fortree City, then to right then down then over bridge then down through tall grass then down some more then up some steps then through more grass and went in cave went to middle of cave and used fly. It's as simple as that.
All you need is a Kyogre lv.75 with the attacks sheer cold, ice beam, double edge, and water spout. You also need a Blaziken lv.60 at least that knows overheat, flame thrower, fire blast and blaze kick.
