Question for Pokemon Sapphire

OK, who ever said that in the space centre in Mossdeep the number of rockets launched goes up by one every hour you play or once each week is very, very wrong. That or my game is dodged.
1. Rarely do I ever play for less than one hour at a time
2. I got the game in May last year and have been playing it ever since.
3. On the game, on the hours played thing when you save the game it says 261:34

SO WHY HAS THERE ONLY BEEN 2 LAUNCHES!!!!

I really want to get Jirachi, its sooo cute.

The launches only count if they are succesful so you have 2 succesful launches.
