It is in Slateport City, a little girl in the contest hall will give it to you.
Girl on the left as you walk into the Slateport Contest Hall.
Hey there to find the pokeblock case go to slateport city and walk into the contest hall and talk to the little girl on the far left in the lobby
Go to all the Pokemon Contest Locations(Verdanturf, Fallarbor, Slateport, Lilycove) And look for the tiny little girls wearing pigtails.Talk to all you see, and one will give you a Poke'block case.
