Question for Pokemon Sapphire

I have asked this question before, but unfortunately, no-one answered. Ok, here it goes. I recently started a new game, and now I am at Slateport City.

Team Aqua is blocking the museum and route 110, and I can't find Captain Stern so I can deliver the Devon Goods.

Can anyone tell me what I should do? I desperately need help! To whoever helps me on this: THANK YOU SO MUCH!

Go into the place where they make the boats then go inside go to the first guy you see then speak to him go out then you can go into the museum

You need to talk to Dock on the first floor of the warehouse first!

Go to the shipyard and click the first guy when you go in he says hes not there and that should clear the museum of team aqua

Hiya! Joy here...

This is my first post yippee! I'm proud to announce that I beat the elite four AND Steven today! Go me!

But ANYWAY, back to your question, What I did, was I traveled up the road and out of the city's north exit. If you keep on walking straight up north, you'll come to a house.

When you enter, something like, You're being watched will come accross the bottom of the scren.

If you walk to the table, and face the table while standing on the upper righthand pillow, then push A, a man will appear by the name of Trick Master. He'll invite you to compete in one of his puzzles.

Complete the puzzle then head back to the slateport water museum. The aqua grunts should be gone.

Enter, and beat all the aqua people, and Capt. Stern will be the man upstairs who after you talk to him, grunts will show up for a fight.

Hit the Pokemon center, cause if your guys aren't leveled up, it might take a while to beat aqua.
