If you use torment and encore on the same Pokemon, will it have to struggle?

Encore causes the foe to repeat its attack for two to six turns, so no, Struggle isn't related there. However, if you use Torment and the foe has sufficient PP for only one move, then yes, every two turns it will be compelled to use Struggle. The same applies to Disable and Taunt. By the way, did you know that Struggle can get past Shedinja's Wonder Guard?

Yes; if you use Torment and Encore both on the same turn, every other turn you will be forced to use Struggle as no move can fulfill both conditions simultaneously.
