Where can I find a Pokemon that can learn surf which is on land? I don't have a rod, I started with treeko and I have the HM surf but I don't have a Pokemon that can learn it.

And those are all I can think of that you do not need surf to capture that can learn surf.
To get a water Pokemon all you have to do is go to the lower lake next to Veranturf town on the right; you should find marill which evolves at level 18 into Azumarill.

Go to a man in Dewford town. He will give you a rod. Catch a Pokemon with that to surf with that!!!!!!!!!!
Zigzagoon can learn surf and can be found just about anywhere
A wingull... But it is a flyin type as well as water but it will learn surf. (evolves into pelipper at level 20 or somwhere around that level)
Zigzagoon and it's evolution Linoone can learn surf. Kinda weird but it's true.
