Question for Pokemon Sapphire

I got all eight badges but I didn't beat the Pokemon league. Can I get Feebas? If I can where can I find him?

You can catch Feebas on Route 119. He appears on 6 tiles of Water. Use either an old Rod or a Super Rod. I personally reccomend the Old Rod because it makes it just a bit easier. Don't worry if it takes a few months to find him. He is very rare.
I had to get mine with an Action Replay.

Feebas is hard because it only appears in 6 tiles out of the 400 tiles on the right of fortee but you can get him like this go to dewford and change the saying to natural flowers then go to mauvile surf left go up then when you hit a body of water surf right go to the big rock facing up at the top right side of it and use the old good or super rod if it doesnt work check around the big rock don't worry it's there you just have to be patient
