How do you get mystery gift on menu and is there things still going for it to get Pokemon like Deoxeys?

If you got to the Petalburg City Pokemon Center (after you have obtained the Petalburg City Gym Badge), there should be a man near the PC. Talk to him. If you tell him "Mystery Event Is Exciting", you should get the Mystery Gift Option.

No, there will never be another Event for Pokemon Sapphire. Sorry.
