Question for Pokemon Sapphire

I Have a Couple of Questions.

One What do you have to do to get Deoxys if you don't have an action replay? Two how do you get jirachi without the colloseum disc or action replay?

Three in the user submitted cheats/hints it said to get celebi find the yellow oddish in the saffari zone when it evolves it evolves into celebi, how do I find the yellow oddish, or what safari area do I look in (ex. North west, south west, etc...). I'd appreciate it if you could help me.

1) I have heard many myths on how to get Deoxys but I think you have to get it off FR/LG

2) You have to get it from a friend who got it off a bonous dis or direcly from it.

3) I have no clue if this is true but you can find oddish at the safari zone in the southeast and southweat (First area of grass).
