Question for Pokemon Sapphire

I heard you can make Mirgae Island appear by using secret power but need to know where. Also are there any actually REAL ways to catch the following pokemon:

Deoxys
Celebi
Jirachi
Rayquaza

The Regis ( I Heard there is a cave to the left of Pacifidlog town which i found but can't figure out what to do there)

Please note I do not have an AR or Gameshark
Also with The Regis does that cave release the three of them to be found elsewhere as some people say or are all three of them in seperate caves
Also which boat ticket(s) does your dad give you after beating the Elite 4.

Is there anyway to get to the islands after 7 (8,9 etc) without using one of those Gamesharks or AR.
Lastly if I need a Gameshark/AR where would I find them?

1) Not true. You use different Id numbers. Every day the ID number switches. The guy in Pacifidlog town will tell you if he sees it or not.

2) a)On the moon (really)
b)Forest Guardian of the Johto Region, trade with Fire Red or Leaf Green or
Y/R/B/G
c)He is the white stone in Mossdeep City. The moon is accessable when there
are 50 successful launches.
d) DUH! Go to the Sky Pillar and beat the floor tile Puzzle he should be at the
top
e)Get a Wailord and Relicanth and a Pok�mon that knows Dig. Go up to the first
rock and dig. Then go up to the second one and put Wailord at the front of your
party and Relicanth at the back. Stare at the braile for about 40 seconds. It
should say: A door opened from far away. Those are the Regi caves. Then in
the caves they will say: "With new hope time and love, aim to the sky in the
middle." forget the first part of the crap and go to the middle of the cave and fly;
and.. I forget the rest cuz I'm way past that. But they are in separate caves and
do not run wild and then meet somewhere like the legendary dogs.
3)S.S. Ticket for both Lilycove and Slateport to get to Lilycove, Slateport, or
Southern Island.
4)Hunh?
5) Zellers, Walmart, Best Buy, EB Games, Toys R Us
