To the right of Lilycove city (in the ocean,) there used to be a cave. But someone told me TEAM AQUA closed the entrance. If there's a way to re-open the cave, how can it be done?

No there isn't. I have tried many times to get in. I bet you missed the masterball.
There is no way to open it back up. If you didnt get the master ball...too bad. There is one way though...You need to win the Lilycove City lottery contest.
Its really hard though.
