Question for Pokemon Sapphire

I'm new so can you answer this question quickly?

Where is the easiest most common place to find Latias?

I need it badly, and have been looking for weeks

By lilycove, and belive me I've seen him there 14 times but never caught him. Also if you have the e-reader you can scan an eon ticket and you will get to go to their island where they both roam free!!! (you can use GameShark of AR to git it too)

There is no easy place. You must defeat the elite 4 and then it will appear in random places.

There is no easiest common way to get Latias, it'll just pop-up in the grass or water.

I found mines on the water at Route 131 when I was trying to find a Wailord.

There isn't necessarily an 'easiest and most common place' to find Latias. She will appear anywhere in Hoenn.

If you have an E-Reader and a real-life Eon Ticket, you can scan it in the E-Reader and get the Eon Ticket in your game. Then, from there, go to the ferry, and you will have the option of going to a special place where Latias and Latios can be found...

There is a way to get it to appear but you must have seen it before. You go to the house with the wingulls and check on the pkdx to see where it is, then, if it is on the same route you are, go into the grass, if not, go back in, out do the above again, it changes each time
