Can anyone tell me where the move tutor is? I have looked everywhere for it .

He's in fallabor town. You need a heart scale to get him to teach your pokemon moves.
The move tutor can be found in Fallabor Town you will have to trade him a heart scale which you get from a Luvdisc on route 128 or in ever grande city by the big waterfall with a super rod.
In Fallarbor Town, you can find the Move Tutor in a small house. He demands Heart Scales in return for teaching your Pokemon a move. Heart Scales can be found when you catch a Lovdisc (rarely), or you can sometimes find them in the sea whilst Diving.
The move tutor is in Fallabor town to the right of the contest place
