In Lavaridge Town.

  1. Defeat Wattson in Mauville City and use Rock Smash to break the boulders separating Wanda and her boyfriend in Rusurf Tunnel. The boyfriend will give you HM04 (Strength).

  2. Proceed to Route 111, which rays north of Mauville City, When you come to the desert, a text prompt will tell you that the sandstorm is too intense to admit passage, so you will have to detour through Route 112 and the Fiery Path. When you come out of Fiery Path, you will eventually walk onto Route 111 again. Go onto Route 113 (the path that hosts the grass covered in ash) and pass through Fallarbor Town to Route 114 until you enter Meteor Falls.

  3. At Meteor Falls you will come across the Magmas or Aquas scamming Professor Cozmo for the Meteorite. When that's done, go back through Fallarbor and return to the southern entrance of the Fiery Path. Then, go up the cable car and remove the Magams from the volcano summit.

  4. Go down the Jagged Pass and head west when you come out. You will end up in Lavaridge Town.

The Gym leader, Flannery, uses Fire Pokémon. When you defeat her, her badge will allow jurisdiction over traded Pokémon of up to level 50 and use of Strength outside battle. When you come out of the Gym after that, Brendan or May will emerge from the Herb Shop and give you the Go-Goggles required to access the Desert.
