Question for Pokemon Sapphire

Hi players. I was wondering how do you get deoxys without having any of that mumbo jumbo stuff and I heard there is a pokemon called rayquaza, where and how do you catch that.

I have a guide by rams that says that if you surf right of Pacifilog Town, then stay at the top, you will reach Sky Pillar. He is at the top of the tower and you will need a mach bike.

This may be a problem for deoxys but.....I'LL HELP!

DEOXYS:
First things first,go to the space center.
go to the man in a lab coat at the top of the first floor (not the 1 by the masheen,ok?)
get the number to 56 (at the end of the centance)
don't get impatiant,It'll take a while

RAYQUAZA:
go to pacifidlog,or evergrande.for pacifidlog,go east.(>) and if you beat the league,there will be a gap past two trainers (or beetween them.........FORGET!(lol))
first-second floor:walk up lol!
third-fourth floor:walk up for fourth floor third floor easy, cracks better have a mach bike!strait down hit the wall go sideways hurry! up before wall! right! go up before wall! you'll fly into the door if you keep going!(lol)
fifth-sixth:fifth mach bike now!when you go down middle of the path leading left go up before the rock hits you. turn left you get an extra but hard chance go to the first crack you can get to(no,not on the crack!)go up right middle cracks fall angry eh?you'll land land in a path leading to a corridor!sixth floor? walk!
seventh-eighth floor:walk for seventh floor,walk eighth ninth?walk up the stairs,save the stingking game save it a crapload of times,green thing?HUH?A button!

LEGANDARY:RAYQUAZA:100%COOL:LV.70:CATCH RATE:VERY HARD:1 OR 2 ULTRA BALLS,12 GREAT BALLS!
