How do you get to the battle tower in pokemon Sapphire?

First beat the elite 4. You will arrive at your house. Go down to where your mom is she will give you an S.S. ticket.Go to either Slateport or Lilycove City. If you go to Slateport, go to where the Sea Explorer 1/submarine was stolen. Aboard the ship and it will take you to the battle tower.
