The easiest way of capturing Lugia is by using the AR.

A Mystery Ticket will be circulated by Nintendo for use with Fire Red and Leaf Green. This allows access to Navel Rock, where both Lugia and Ho-oh can be captured.

You can't get him, You need to trade from F/R or L/G.
