Latias can be found hidden in any route. Once encountered, try to deal a little damage. If it runs away, you can keep track on where it's running to. Best tip is to use fast Pokemon or use Pokemon with the Arena Trap or Shadow Tag ability to prevent them from running. Also use a status problem attack if possible to help catch Latias. The same thing goes for Latios in Ruby. Hope this helps you out.

You have to beat the Elite Four. You will then see on a TV that a Pokemon has been flying around. That's Latias! Latias can appear anywhere and he will change his position if you enter a building or fly somewhere.
