Well you have to do press bag - then to tm/hm's and press a on aeroblast...if it says it can't learn it then sorry.

Provided that the Silver's rendition of Lugia is a true devolution, you should be able to institute Aeroblast by bringing it to the Move Tutor.

Lugia learns aeroblast at level 77 same with Ho-oh. It learns Sacred fire at level 77.
