When you fight steven should I use sceptille because steven has some ground tipes..

You could use him if you want, might do some good. Make sure that you have a really strong Fire type Pokemon though, all of Steven's Pokemon are either steel, or half steel, and fire is super effective against steel type pokemon.

I'd get a strong fire type Pokemon aswell, as these are really good against stephen.
I used Blazekin, but youve got sceptile, so get one before you fight him.

You need to have a great water Pokemon like kyoger. But you need to use ice beem on the plants and surf on the rest.
