What level does sceptille learn frenzi plant? Or if he doesnt learn it by leveling up is the a tm?

I am fairly confident that Sceptile does not learn Frenzi Plant naturally.

I am fairly confident there is this man, an old man, that teaches this to your Sceptile if you have had him for a long time, there is a good bond between the both of you, yada yada yada...


I would recommend going to a PokeMon Sapphire Walkthrough to learn more details of this.

As far as I know, only Venusaur can learn that move. Sceptile only learns Frenzy Plant in Diamond/Pearl by tutoring
