How do I get waterfall?

I believe waterfall is in the Cave of Origin. But you can only get it when you are in there and you're on your way to catching/battling Kyogre or Groudon.
I'm pretty sure it's there, but it's been a while since I got it, so Im not 100% sure. Somebody correct me if I'm wrong!
HM07 is in the Cave of Origin. You need to defeat Wallace to use it outside battle.
Waterfall is found in the Cave Of Origin and can also be learned by seaking at about level 40.
You can get it in the Cave of origin or I would suggest if you can't find it, catch a Seaking in the Safari Zone with a super rod (this is the best place to catch it) and train it until it learns Waterfall.
When you defeat wallace he gives you waterfall. But you have to get your kyogre first from the cave of origins.
