Hi there! You're new to pokemon? Or new to Supercheats? Anyway, to spoil it for you, Steven is the Champion, you don't really meet with him until the last battle... But if you're looking for him on the island near Dewford town (where Brawly is the gym leader, go into the cave (use flash, which you should be able to do after you have beaten Brawly) and he is some way into it. It's possible to find him in there without using flash, but it's tricky. I hope that's what you meant. As another tip for later on, his house is on Mossdeep island... Go there after you have defeated him as the champ... I hope I didn't ruin it for you!
He is in Granite Cave and if your talking about after Fortree he will be standing infront of the invinsible kecleon and he is the champion.
