Yo,after Max use the Red Orb.
The Kyroge would fled.
Then go to Sootopolis City.
Which you have to dive to get there.
Then go to the Cave of Origin.
Run all the way through.
Once you got there your Blue Orb would start to glow.
Then you should battle a Kyroge.

You will find him after you beat the last gymleader and you have to have a master ball to catch him.

Kyogre is in the Sootopolis City in the Cave of Origin were you keep going through till you find Kyogre.
