No you can't the only way to get them all is the trading way.

You can't catch the starters unless you have a cheat device, but you can ask a friend to restart his game to transfer over all the starters. By exchange give him a Pokemon that already knows Cut and Surf. You'll give him that because than he'll go to the S.S Anne on the bridge and tell him to search there.(You can get Mew there somewhere.) But you need the Trading Wirse.
