I may not be espeondude_ but I can tell you what the lottery is. It is in Lilycove and what you do is you go to the mart and then at the front desk there is a lady, talk to her and she will ask you if you would like to play, say yes.
Then she will check the trainer number of your pokemon; see if any of their numbers match; and then if any do you win a prize.
