Go into Silph Co. And beat them, when you beat them and Giovanni, they'll leave and you can go into Saffron's Gym.

Get the pokeflute from Mr.Fuji...to do this you must first go to the celadon Game Corner and battle the rocket in front of the poster...after defeating him read the poster and some stairs will be unlocked...battle all the rockets there inlcuding Giovani...after that he will give you the Silp.Co...now go back to Lavender Towna and save Mr.Fuji from Team Rocket...after saving him he will reward you the pokeflute....now go to Saffron City and all of them are gone! Save silp.company and you will get the Masterball...after saving the town...the gym will be unlocked
