Its easy. Go to cleadon city, go left, Cut the tree, go iniside the building(Not the one snolax was blocking)Leave the building, go to the small house, Talk to the girl and YOU'VE GOT Fly!!!!!!!!!!!!!!

You get Fly at the house after and above the entrance where you go to Cycling Road.You need Cut which you should have.You need to go to the patch of grass.
