Bagon: Trade from Ruby, Sapphire, or Emerald.
Larvitar: Seven Island Sevault Canyon.

A Bagon can be caught in Ruby Sapphire and Emerald. A Larvitar can be traded from XD: Gale of Dragons.

Bagon needs to be traded from Ruby, Sapphire or Emerald.
Tyranitar is in the Sevault Canyon, it's pretty uncommon though.

You cannot catch Bagon, sorry to tell you that, you have to Trade it. But you can catch Larvitar in Seavault Canyon on Seven Island.
