Just keep looking for Raikou buddy, that's really all we cans ay because he isn't in a definite location. If you're rich and have some spare money, buy repels and use them like crazy.
Delibird needs to be traded from Leaf Green and isn't available in Fire Red, sorry.

Ice Fall Cave floors 1 and basement 1...you might want to use Sweet Scent

For the second part, yes. Delibird is in FireRed. He's in Four Island's Icefall Cave.

He is rare but once you get a rainbow pass go to Icefall Cave look it might take

If you already saw him track him with the Pokedex
And
Delibird can be found in ice cavern on 4 island on the floor after falling through one of the ice holes so yes it can be caught on firered cause I have one
