The checkpoint between Route 11....you need to catch more than 30 Pokemon to obtain the ItemFinder.

You need to catch 30 or 40 Pokemon (cant remember how many). Then I believe you talk to one of Professor Oak's Aids who is the crossover building to Fuschia City.

After getting 30 Pokemon, go to Route 11 from Vermillion City and go to the gate between Routes 11 and 12. Upstairs, one of Prof. Oak's aides will give you the Itemfinder.
