You use a cheat code along with the cheat device called AR/GS
Vermillion city or the other one, just the city next to Pallet Town.

You buy one from a game store, the 8th gym is in Soutoplis City.

It's called a store, and you can get it almost anywhere any place that has a lot of games and stuff (like Best Buy). And the gym is in Verderin city( the first city after Pallet Town)
