Yes in Seven Island at bottom where the grass starts it is called something Canyon Entrance

Yes, near Chanoby Chambers (or some thing like that) on one of the islands.

You have to go to 7 island and go to seavault canyon ( south of the island) look in there it's not very rare and it's about level 15.
