You need the National Pokedex,then Trade from Ruby/Sapphire/Emerald.

First you need the national dex, then you Trade it from Ruby/Emerald/saphire.

You can not find Lotad in Pokemon FireRed. Lotad is only found in Pokemon Ruby, Pokemon Sapphire, and Pokemon Emerald. I hope this helps.
